Job Description: Applications are invited to fill up one post of Deputy Secretary (Hindi) in the Ministry of External Affairs on a deputation basis. This role is crucial in ensuring the effective use and promotion of Hindi in the ministry’s operations, including translation, terminological work, and other language-related tasks.


Key Responsibilities:

  • Overseeing terminological work in Hindi and translation from English to Hindi and vice versa, particularly in technical or scientific literature.
  • Conducting teaching, research, writing, or journalism in Hindi.
  • Managing the use of Hindi in official communications and documents.
  • Coordinating with various departments to ensure compliance with the official language policy.

Qualifications:

Essential:

  • Educational Qualification:
    • Master’s degree from a recognized university or equivalent in Hindi with English as a subject at the degree level; or
    • Master’s degree from a recognized university or equivalent in English with Hindi as a subject at the degree level; or
    • Master’s degree from a recognized university or equivalent in any subject with Hindi and English as subjects at the degree level.
  • Experience:
    • 10 years of experience in terminological work in Hindi or translation work from English to Hindi or vice versa, preferably involving technical or scientific literature; or
    • 10 years of experience in teaching, research, writing, or journalism in Hindi.

Desirable:

  • Doctorate degree in the relevant subject.
  • Experience working in a Hindi newspaper organization, news agency, or cultural organization.
  • Knowledge of one or more Indian languages other than Hindi at the graduation level.
  • Experience in dealing with establishment matters.
  • Studied Sanskrit as one of the subjects at the graduation level.

Salary: The position carries a pay scale of Level-12 in the Pay Matrix as per the 7th CPC (Grade Pay Rs. 7600).


Eligibility Criteria:

  • Officers under the Central Government holding analogous posts on a regular basis in the parent cadre or department; or
  • Officers with five years of regular service in posts in level 11 in the pay matrix Rs. 67700-208700 or equivalent.

For Armed Forces Personnel:

  • Deputation/Re-employment (for ex-servicemen): Armed Forces Personnel due to retire or transferred to reserve within one year and possessing the requisite qualifications and experience are also eligible. They will be considered for deputation terms up to the release date from the Armed Forces, and may continue on re-employment thereafter up to the age of superannuation.

Period of Deputation: The deputation period, including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government, shall ordinarily not exceed four years. The maximum age limit for appointment by deputation should not exceed fifty-six years as on the closing date of receipt of applications.
